Second, in a pan, place the olive or vegetable oil, fry half the onion and half the garlic for a few minutes, then add some pieces of the fish, fry it for 5 minutes, add 2 cups of water and cook for 10 minutes. Once ready, put out of the fire and reserve it.

Third, in a pot put 5 cups of water, add half the onion, garlic, the sweet peppers, culantro, and tomato. Let cook for 10 minutes. After 10 minutes, add the broth to the pot, stir well, and cook another 20 minutes. Add the vegetables and the other teaspoon of salt.
